Thank You for Keeping the Muck Out of My Trout Streams

You can take action on this alert by reading the information below and following the directions at the bottom.

Issue

Good News! SB 299 will be amended to protect streams through effective watershed protection planning. Thank Sen. Steve Gooch for amending his bill and responding to our requests.

Background

Winding its way through the Senate, SB 299 is being modified to protect streams and fisheries and respect the rights property owners and downstream citizens through effective, science based watershed protection planning.

Responding to your calls and emails, Sen. Steve Gooch first amended SB 299 in the Senate Natural Resources Committee striking language about lowering water quality so long as it could be brought back to drinking water standards somewhere downstream. But, two issues remained: 1) making it optional instead of mandatory for watershed protection planners to take into account buffer areas, land development densities and land use activities; and 2) removing a provision that submitted watershed protection plans shall be approved by GA EPD.

Sen. Gooch has agreed to offer a floor amendment when SB 299 comes up for a floor vote that makes it mandatory for watershed protection planners to take into account buffer areas, land development densities and land use activities; and requires watershed protection plans be approved by GA EPD. With these changes, we are happy to support the bill.

Use the form below to thank Sen. Gooch and encourage your State Senator and Representative to pass SB 299 with these amendments.

Please vote YES on SB 299

Dear EPD

I am your constituent and an active voter.

As the bill’s primary sponsor, Sen. Gooch has agreed to offer a floor amendment when SB 299 comes up for a vote that:

• Makes it mandatory for watershed protection planners to take into account buffer areas, land development densities and land use activities; change ‘may’ to ‘shall’.

• Requires watershed protection plans be approved by the department.

With these changes, please support SB 299 and Vote Yes. I stand with the Georgia Wildlife Federation and Georgia Trout Unlimited supporting this floor amendment. Without these changes, please Vote No.

Georgia’s creeks, rivers, and lakes are special. Trout waters are of particular importance to me. Current Georgia law protects these resources and their existing uses by requiring consideration of buffer areas along streams and reservoirs, land development densities, and land use activities in the minimum standards set in Department of Natural Resources regulations.

As passed in committee, SB 299 proposes to roll-back these protections. It tells watershed protection planners that they ‘may’ take into account buffer areas, land development densities and land use activities. These are the three most effective factors protecting water quality. The committee substitute also removed a provision requiring GA EPD to approve watershed protection plans.

Thank you in advance.
